Razvan Vulcanescu was the youngest professional to join the leadership team of the Ministry of Health in 2012 as Secretary of State and remained a constant figure in the management of the healthcare sector in Romania since. He has over 12 years of experience within the central government administrative health institutions and is currently heading the National Health Insurance House, state owned organization in charge of contracting and reimbursing all healthcare services provided by both public and private entities within the social health insurance system, managing an annual budget of over € 7.5 billion. The institution is also in charge of implementing and developing the eHealth components such as ePrescription, eHealthCard, Electronic Patient Dossier and is committed to making eHealth a top priority during Romania’s EU Council Presidency in 2019.
He led the team that designed the new National Health Strategy 2020, strategic document that facilitates access to European financial resources during timeframe 2014 to 2020 and managed funds granted to Romania for the implementation of HIV/AIDS, TB and other projects.
He has been a constant representative of Romania to the EU Council of Ministers meetings and other international health forums. Between June 2015 – November 2017, he also held the position of elected member within the Executive Committee of the South East Europe Health Network, regional partner for the World Health Organization.
