"Digital Diplomacy: Threat and Promise"
Like so many other aspects of social media, it’s use in diplomacy holds great potential but also great peril. It provides an effective means to reach out directly to a host nation, thru Twitter, Facebook, Instagram, etc. However, the ability to deliver a message directly to its people can be seen by a given government or a ruling party as highly provocative and they are likely to respond forcefully or even to preempt. I will examine a few case studies in diplomacy’s use and misuse and draw some conclusions about its effectiveness going forward.

"Increasing Diplomatic Digital Footprint for Small Countries"
Kosovo's former foreign minister and the creator of the Balkan republic's successful digital diplomacy initiatives will speak about the projects that were implemented after Kosovo's declaration of diplomacy that were aimed to both help Kosovo bridge digital divide in communication with outside world as well as diversify the portfolio of tools for Kosovo government's outreach. Kosovo's digital diplomacy strategy was selected as 4th best in the world by Turkish magazine Yeni Diplomasi while Selimi was selected as best team leader in the world by the same magazine for the digital campaign that was launched in 2012 and ensured that Kosovo is "recognized" by Facebook and that Kosovo's external political message reached global audiences.

How is this digital native generation is going to impact and change the way Governments work? Is it going to be a smooth transition or a violent revolution? These are the question under debate in an interactive multi-generational session.

"Political Information in Public Facebook Communication During the 2017 #rezist Protests"
For the many, politics takes places outside the voting booth more than inside it. A growing desire to express one's politics and enact political change more immediately has arguably been compounded by the rise in digital connectivity with social media, across the world. In this talk, I reflect on the recent anti-corruption #rezist protests in Romania. I discuss the use of public Facebook event pages as a source of political information and consider their bearing on student participation in the protests. I show that the use of the event pages contributed to the participation of students in the protests. They were a rich environment replete with political information which however did not move effectively through the network of page followers.

The Cultural Entropy refers to the dysfunction (friction and frustration) in any human group structure (organization, community or nation) that is generated by the self-serving, fear-based actions of the leaders. As the Cultural Entropy increases, the level of trust and internal community cohesion decreases. The CHANGE and transformation need to start from the top. If we want to PROSPER as a community, as a nation, we need to decrease the cultural entropy and to follow the common community long-term interest. Facts not just another Theory.
